Identification basics

I discovered these and a couple more sets my dad had kept. They were wrapped in newspaper dated 1971. I see from other postings there is a book I can use to id the name of the typeface, How do I use the ruler to measure the point size? Is this the right ruler? I also have one for pica, whatever that is. What type of press would these have been used on? I eventually want to price and sell these.

No, I didn’t take it as a jab at all. I expected some one to suggest posting this in the other forum. It was identified there as Rockwell by another poster too. Also as Stymie Bold. It seems the names are interchangeable, depending on which side of the big pond you’re on.
