Can anyone recommend a good tabletop guillotine cutter of modern design. I don’t have room for a classic behemoth, I just got a german made Kutrimmer and the quality stinks. Any advice from folks out there would be appreciated. I’m cutting up to 22 inches.

A smaller triumph electric cutter will probobly fit what your looking for.

There was a Pegana Press founded in 1911 (in England) that was listed in the Lieberman archive in 1982 and appears in the Briar Press online version of that list. There was also, at least in 1976, a Pegana Press in Boulder, Colorado. Does your press have any connection with them?
