This appears to be De Vinne and No, 2 is the lower-case. I will leave the rest for others to identify.

Definitely upper case, as #2 is the lower case.
I discounted De Vinne as the center of the M doesn’t descent to the baseline, and the S is not symmetrical top-to-bottom (insert the proper word here if there’s a better way to say this). Not saying I’m right, just explaining my observations.
One of the distinctive qualities of DeVinne are the alternate M and S characters that are displayed.
