Random Press Parts

So i found these parts in a pile of furniture that I bought. I know the guy had a windmill in his past. Does anyone know what they are and what they go to. Otherwise they are going into the scrap bin at work.

Ratchet Arm is approximately 3-1/2” Long It has the number 7045B.

The donut shaped piece has “Special material” and “40/40” on it. It is approximately 2” round.

THE DONUT IS A SHEER COLLAR, THE RATCHET BRINGS UP THE PILE, BOTH GO ON A WINDMILL. Dick G.

Since I don’t have a windmill. Does anyone out there need them. Any ideas on the value? Will trade for anything letterpress related.
