First, find a manual. You can download a manual and parts book from the Flywheel and Cylinder site off of Boxcar Press’ website. What you are looking for is a diaphragm on the inside of the cylinder. Inside the cylinder on the right side is a small round box with three hoses going to it (two through a tee). Coming out of the side of the box is a lever with a notch on it. The diaphragm/lever/notch determines if the cylinder will go on impression or not. There is an adjustment for that lever (you can set it for always on or never on) but you also need to look at the hoses and make sure there are not vaccuum leaks and that there are no other mechanical issues. It may be that you need a new diaphragm and parts are available through sources such as Jack Bealls Vertical supply.

Get the manual first, it will answer more questions than you thought you had.

Good luck!
