Buy a Cabinet handle at your local Builder’s market, comfortable for your hand, crew in a piece of Aluminium or Brass you buy at the same market and about as wide as the base of the handle. Cut of the overhand left and right and file a notch until the handle fits the paper divider
At a glance they look like pad counters but upon close inspection the “dividers” have blunt points. These blunt points would not allow the tool to penetrate the edge of a stack of paper, those points should be pointe, not blunt. All “Quick as a Winks” iv’e seen had the company name stamped on it. Thanks all, I’ve only just seen your replies. I’ve just looked at Quick As A Wink - genius! Never seen those before. But I’m with Bud, I think the blunt ends preclude this. I wondered if they were for spreading tile cement, and just in a rogue envelope …. but I think there might be another, as yet undiscovered, use!

Combs for making decorative paste papers??
Looks to me to be a set of ‘shearer blades’ one sets on top of the other and moves side to side to cut what ever.
