Windmill Speed Control

I just bought a Windmill and it was just delivered. No electricity to it yet.
I can’t move the speed control. Will this change when I get i hooked electrically?

No, it should move freely without power,. It is purely a mechanical control, looks like it could be seized. Try oiling the shaft and mounts but keep the oil away from the pulley and belt. The pulley is the speed control and by moving the motor on its pivot will cause the belt to move up or down on the spring loaded variable pullley.

My speed control will move with the machine off. It is possible the motor and flywheel are still tied down from moving and would have been done that way on purpose. It is also possible something got bent or jammed during transport.

Found the lock nut near the motor was tightened. Loosened it and the handle now turns. Thanks.
