What are some ways to make simple line borders?
I’d like to be able to easily set up very simple line borders. What are some options?
I’ve had a hard time finding printing rule (strips) available, anyone have some available? What’s the right tool/method to miter that for corners?
There’s also quad rule/on type body, correct? How common or rare is that or how difficult is it to get a smooth line with that?
How about metal plates with rectangular borders of various sizes, anyone have some of those available for sale? (Could get some polymer plates made too.)
Any other options?

I have a fair amount of ruling material. Where are you located? What length do you need? The material I have is about 20” long; I can cut it down to more manageable pieces.

Any advice on cutting/mitering it to 45 degrees accurately? I have some slug cutters (never used, needs restoration/cleaning) but those only seem to do 90 degrees I think, and a tiny table saw (model makers saw) which is what I use for slugs/leads but not sure how good a 45 or accurate enough length I can get with it (fiddly to get an extremely precise length.)
You need a miter cutter or miter saw.

We have a couple of the manual miter cutters (second photo) on the shelf at the shop. If you pay the shipping one is yours!
There’s currently a Rouse vertical mitre saw listed on ebay - it’s in Detroit, and shipping isn’t really a good option. You can often pick up one for $100 or so, depending on condition and location. They are incredibly precise and easy to use.
