No pin mark? I can’t see if it has the terminals/serifs like Copperplate Gothic, which was my first reaction. Seems to me like the letterforms are pretty similar — maybe it’s what Copperplate was based on. A sharper somewhat larger photo would help.
Here in the UK, I believe that typeface is Spartan, cast by Stephenson Blake & Co of sheffield.
It was made with 3 sizes for each type height, and was very popular for details on business cards.
Looks like Blair from the Inland Type Foundry circa 1900.
I thought that too…but this looks more like a small cap. I didn’t think Blair had a small cap in it’s family.
I thought it might be Sackers Gothic….
